CHOD-FM Cornwall – Technical changes

1.        The Commission approves the application by Radio communautaire Cornwall-Alexandria Inc. to change the authorized contours of the French-language community radio programming undertaking CHOD-FM Cornwall by increasing the average effective radiated power (ERP) from 19,200 to 34,167 watts (maximum ERP of 45,600 to 60,000 watts), by changing the class from B to C1, by increasing the effective height of antenna above average terrain from 39 to 106.7 metres and by changing the transmission site. The implementation is subject to the notification by the Department of Industry (the Department) discussed in paragraph 3 below. The Commission did not receive any interventions in connection with this application.

2.        The licensee indicated that it conducted an investigation which revealed that such changes are necessary since the results demonstrate that a portion of the Franco-Ontarian population, the target audience, has difficulty receiving CHOD-FM’s signal.

3.        The Commission reminds the licensee that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry (the Department) notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued. Therefore, in the absence of the notification by the Department, the licensee will not be able to implement the technical change approved in this decision.
