CISW-FM Whistler – Technical change

1. The Commission approves the application by Rogers Broadcasting Limited (Rogers) to amend the broadcasting licence for the English-language commercial radio programming undertaking CISW-FM Whistler in order to relocate its CISW-FM transmitter from its current location to a tower also located in Whistler and owned by the Canadian Broadcasting Corporation (CBC). The Commission did not receive any interventions in connection with this application.

2. Rogers stated that the relocation of its transmitter is necessary due to its inability to reach suitable terms with the owner of the current tower. It specified that its current lease contains a 12-month termination clause, which prevents it from having the long-term security needed to broadcast from the existing site. In contrast, Rogers indicated that the CBC has offered it a long-term lease at its Whistler site, which would provide long-term security.

3. This relocation will result in a decrease in the average effective radiated power (ERP) from 586 to 474 watts (directional antenna with a decrease in the maximum ERP from 1,430 to 1,000 watts) as well as an increase in the effective height of antenna above average terrain from -306.2 metres to -238.3 metres.

4. The Commission reminds the licensee that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

5. The transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 22 May 2015. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
