Cogeco Cable Inc. − Withdrawal of third-party Internet access speed tiers provided at disaggregated points of interconnection

  1. The Commission received an application from Cogeco Cable Inc. (Cogeco), dated 14 April 2014, in which the company proposed revisions to item 1.2.9 of its Third Party Internet Access (TPIA) Tariff. Specifically, Cogeco proposed to withdraw from its TPIA Tariff the access speed tiers provided at disaggregated points of interconnection (POIs). Cogeco submitted that all of its TPIA end-users served at disaggregated POIs were transferred to aggregated POIs. The company requested that its application be approved effective 14 April 2014.
  2. Cogeco submitted that no customers are subscribed to the services in question. Cogeco added that it did not anticipate any demand for the services in the future, since customers have been migrated to the aggregated POIs.
  3. In Telecom Order 2014-250, the Commission approved Cogeco’s application on an interim basis.
  4. The Commission received no interventions regarding this application. The public record of this proceeding, which closed on 27 May 2014, is available on the Commission’s website at www.crtc.gc.ca or by using the file number provided above.
  5. The Commission considers that, except for the proposed effective date, Cogeco’s application complies with the requirements in Telecom Information Bulletin 2010-455, in which the Commission set out its procedures for dealing with applications to destandardize and/or withdraw tariffed services.Footnote 1 That bulletin stipulates that an application to destandardize and/or withdraw a tariffed service must be submitted to the Commission at least 45 business days before the proposed effective date. Since Cogeco submitted its application less than 45 business days before the proposed effective date, the Commission has modified the effective date.
  6. Accordingly, the Commission approves on a final basis Cogeco’s application, with an effective date of 17 June 2014.
