Re: Network & Interconnection Migration to Internet Protocol

Dear Madam, Sir:

In Telecom Regulatory Policy CRTC 2012-24, Network Interconnection for voice services, 19 January 2012 (TRP CRTC 2012-24), the Commission determined that it was in the public interest to establish a set of principles to facilitate IP-to-IP voice services interconnections between networks while relying on market forces to shape the nature of these interconnection arrangements.
In July 2013, Commission staff conducted a fact-finding process to evaluate the progress that had been made by network operators in interconnecting their networks on an IP-to-IP basis. The fact-finding process consisted of a number of questions that were posed to network operators.

As a follow-up to TRP 2012-24 and the initial fact-finding process, Commission staff is gathering data in order to determine the current state of the network evolution to use of IP within network operators networks as well as IP-based interconnection arrangements between network operators.

Attached are questions related to the telecommunications industry migration to IP-based networks and interconnection arrangements. Please provide responses to these questions by 2 December 2015.

Update to July 2013 Survey Questions

Current Interconnection: (2013 question 1)

Does your company interconnect with other carriers’ networks for the purposes of exchanging voice traffic? If so,
1. Provide the names of these carriers, including affiliates, divisions of your operations and unrelated service providers.
2. For each of these carriers, provide the following information using the table format set out below.
3. Provide an estimate of the traffic that was exchanged with each carrier on a TDM basis, basis and on a IP-to-IP basis as a percentage of the total traffic exchanged with that carrier for the period from 1st July 2014 to 30 June 2015. The breakdown is to be provided by Voice – local, toll, & wireless.

2. Provide the estimated target completion date by which all interconnections with other carriers for the purposes of exchanging voice traffic will be on an IP-to-IP basis.
3. Has the introduction of Regulatory Policy 2012-24 facilitated your company’s transition from TDM interconnection to interconnection on an IP-to-IP basis?

Future Interconnection: (2013 question 3)

Is your company currently negotiating arrangements with other carriers for the purposes of exchanging traffic on an IP-to-IP basis? If so,
1. Provide the names of these carriers, including affiliates, divisions of your company and unrelated service providers.
2. For each of these carriers, provide the estimated target completion date by which IP-to-IP interconnection for the purpose of exchanging traffic will be implemented.
