RE: Small incumbent local exchange carriers (small ILECs) Tariffs Notices (TN) for direct connect (DC) – Request for extension for filing proposed tariff pages, supported by cost studies

Dear Madams, Sirs:

On 26 November 2015, Bruce Telecom, CoopTel, CityWest Cable & Telephone Corp., Groupe Maskatel LP, and Wightman Telecom Ltd. (collectively, the Applicants) were directed to file for Commission approval tariff pages for DC service in which the proposed rates were supported by cost studies within 30 days of the date of Telecom Decision CRTC 2015-525, Canadian Independent Telephone Company Joint Task Force - Request for approval of Execulink Telecom Inc.’s Direct Connect service rate as a proxy for use by other small incumbent local exchange carriers (TD 2015-525).

On 3 December 2015, the Applicants, filing collectively through the Canadian Independent Telephone Company Joint Task Force, requested that the filing deadline set out in TD 2015-525 be revised to no later than 16 February 2016. The Applicants submitted that it is not possible to meet the original deadline given the volume of data that will need to be processed by a single costing consultant, who is concurrently developing responses for 22 other small ILECs that were due to the Commission no later than 8 December 2015. The Applicants further indicated that the extension would allow them sufficient time to also incorporate and respond, within their submissions, to the request for information issued by Commission staff to the other small ILECs on 22 October 2015.

Commission staff considers that the extension request is reasonable in light of the Applicants limited resources, involvement in other Commission proceeding and information-gathering processes, and incorporation of responses to the Commission staff request for information issued on 22 October 2015. Accordingly, the Applicants are to provide their responses to the questions directed at all small ILECs in the Commission staff letter of 22 October 2015, as well as proposed tariff pages for their DC service rates, supported by cost studies by no later than 16February 2016.
