Type B Native FM radio station in Nain

The Commission approves an application for a broadcasting licence to operate a Type B Native FM radio station in Nain, Newfoundland and Labrador, with a rebroadcasting transmitter in Happy Valley/Goose Bay.

Application

  1. OKalaKatiget Society (the applicant) filed an application for a broadcasting licence to operate a Type B Native FM radio station in Nain, Newfoundland and Labrador, with a rebroadcasting transmitter in Happy Valley/Goose Bay. The Commission received interventions in support of this application.
  2. The applicant is a not-for-profit corporation controlled by its board of directors.
  3. The station would operate at 99.9 MHz (channel 260A) with an effective radiated power (ERP) of 1,429 watts (non-directional antenna with an effective height of antenna above average terrain (EHAAT) of -10.5 metres). The transmitter in Happy Valley/Goose Bay would operate at 99.3 MHz (Channel 257A) with an ERP of 1,710 watts (non-directional antenna with an EHAAT of 187 metres).
  4. The applicant indicated that it would broadcast 126 hours of programming each broadcast week, of which approximately 103 hours would be devoted to spoken-word programming and 23 hours would be devoted to musical content. The spoken-word programming would be comprised of community news, current events and public service announcements in the English and Inuktitut languages.
  5. The station would also offer at least 20 hours of station-produced programming each broadcast week, of which at least 12 hours would be in the Inuktitut language. It would also broadcast a youth-oriented show entitled Teen Rockers that would encourage youths to learn Inuktitut via contests. Further, it would air a weekly program in the Inuktitut language entitled IlinniaKatigennik (“Learning Together”), which would feature Inuktitut-language lessons, community events, contests, recipes and Aboriginal stories.
  6. The applicant also stated that it would broadcast a total of 106 hours of wrap-around programming originating from the CBC station CFFB Iqaluit each broadcast week.
  7. In regard to local talent development, the applicant indicated that it would provide local emerging Aboriginal artists with increased airplay and on-air promotion. At least 35% of the music broadcast each broadcast week would be performed or composed by Aboriginal artists.

Commission’s decision

  1. The Commission is satisfied that the application is consistent with the provisions for Type B Native radio stations set out in Native Broadcasting Policy, Public Notice CRTC 1990-89, 20 September 1990. Accordingly, the Commission approves the application by OKalaKatiget Society for a broadcasting licence to operate a Type B Native FM radio programming undertaking in Nain, Newfoundland and Labrador, with a rebroadcasting transmitter in Happy Valley/Goose Bay. The terms and conditions of licence are set out in the appendix to this decision.

Reminder

  1. Pursuant to section 16 of the Radio Regulations, 1986, all licensees of campus, community and Native radio stations must participate in the National Public Alerting System.

Appendix to Broadcasting Decision CRTC 2016-211

Terms, conditions of licence and encouragement for the Type B Native FM radio programming undertaking in Nain, Newfoundland and Labrador, and its rebroadcasting transmitter in Happy Valley/Goose Bay

Terms

The licence will expire 31 August 2022.

The station will operate at 99.9 MHz (channel 260A) with an effective radiated power (ERP) of 1,429 watts (non-directional antenna with an effective height of antenna above average terrain (EHAAT) of ‑10.5 metres).

The transmitter in Happy Valley/Goose Bay will operate at 99.3 MHz (channel 257A) with an ERP of 1,710 watts (non-directional antenna with an EHAAT of 187 metres).

The Commission reminds the applicant that pursuant to section 22(1) of the Broadcasting Act, no licence may be issued until the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

Further, the licence for this undertaking will be issued once the applicant has informed the Commission in writing that it is prepared to commence operations. The undertaking and its transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before  1 June 2018. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before this date.

Conditions of licence

  1. In each broadcast week, the licensee shall devote at least 35% of its musical selections from content category 2 (Popular Music) to Canadian selections broadcast in their entirety. 

    For the purposes of this condition of licence, the terms “broadcast week,” “Canadian selection,” “content category” and “musical selection” shall have the same meanings as those set out in the Radio Regulations, 1986.

  2. If the licensee originates 42 or more hours of programming in any broadcast week, the licensee shall adhere to the Canadian Association of Broadcasters’ Equitable Portrayal Code, as amended from time to time and approved by the Commission, as well as to the Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.

Encouragement

Where the licensee intends on carrying wrap-around programming, the Commission encourages it to use programming from another Native station or network.
