Dear Ted Price:

Pursuant to section 37 of the Telecommunications Act, attached is a request for information (RFI) in regard to the above-noted Part 1 application.

As set out in section 39 of the Telecommunications Act and in Broadcasting and Telecom Information Bulletin CRTC 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, persons may designate certain information as confidential. A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

Responses to this request must be filed with the Commission by 21 January. Interested parties may file comments strictly limited to the information provided in response to this RFI by 26 January, and SpaceX may then file their reply to the comments by 31 January.

Commission staff note that the timelines for this proceeding are also being altered to facilitate the submission of comments on both the application and associated requests for information. Interested parties now have until 4 February (rather than 28 January) to file an intervention on the substance of this application. Northwestel may file their reply with respect to any interventions filed by 14 February.

A copy of this letter will be placed on the public record of this proceeding.

Request for Information – SpaceX

Please answer all of the following questions in relation to the geographic region that Northwestel Inc. (Northwestel) serves, as set out in Figure 1, below, which includes Nunavut, the Northwest Territories, Yukon, Northern British Columbia, and Port Fitzgerald, Alberta (the Far North).

Geographic region that Northwestel Inc. (Northwestel) serves, which includes Nunavut, the Northwest Territories, Yukon, Northern British Columbia, and Port Fitzgerald, Alberta (the Far North).

  1. Discuss SpaceX’s plans for introducing retail residential Internet services in the Far North via its Starlink project over the next two years (until the end of Q1 2024). Your response should include a timeline of what services will become available in each community of the Far North, as well as details regarding planned or anticipated prices, speeds, and latencies. If beta services have already been available in the Far North, please also address these in your response.
  2. Provide SpaceX’s projections for the Far North, disaggregated by province or territory, on a quarterly basis until the end of Q1 2024, on the following:
    1. projected number of subscribers,
    2. revenue, and
    3. market share.
    • Discuss any assumptions and parameters that such projections depend upon.
  3. Provide the number of pre-orders Starlink has received for its services in the Far North, disaggregated by province or territory, and when SpaceX projects to provide service to all of its pre-order customers.
