Subject: Extension to Deadline for Request for Information Regarding Wireless and roaming agreements for Wholesale

On 19 August 2022, the Commission sent a letter addressed to the Distribution List requesting information regarding Wireless and roaming agreements for Wholesale Telecommunications Services. Service providers identified in the letter’s distribution list were to provide responses to all requests for information (RFIs) as follows: i) all RFIs except Appendix 1’s Question 5 and Appendix 2’s Question 4 of the request for information in the Appendices were to be filed with the Commission by 19 September 2022, and ii) responses to Appendix 1’s Question 5 and Appendix 2’s Question 4 were to be filed with the Commission by 3 October 2022.

On 24 August 2022, the Commission received a procedural request from TELUS Communications Inc. (Telus), requesting an extension of both dates, for all parties, to 19 October 2022, a 30-day and 16-day extension of the filing dates, respectively. Telus explained that both planned absences for key resources and the development of an industry memorandum of understanding for network mutual assistance will make it difficult for them to respond by the requested dates.

On 25 and 26 August 2022, the Commission received replies from Saskatchewan Telecommunications (SaskTel) and Rogers Communications Canada Inc. (Rogers) supporting the extension and stating that the requested extension for all parties should be granted based on resource availability and the effort required to respond to the Commission’s extensive information requests.

Given the above, Commission staff is of the view that an extension is necessary to allow time for parties to adequately respond to the RFIs. However, given that the Commission i) will require time to analyse the information received and ii) may ask further questions, or ask for updated responses following the publication of the terms and conditions associated with the mobile virtual network operator wholesale service mandated as a result of Review of mobile wireless services, Telecom Regulatory Policy CRTC 2021-130, 15 April 2021, Commission staff is of the view that shorter extensions are appropriate.

The deadlines for the filing of responses to the RFI are therefore extended by a period of two weeks as follows:
