RE: Approval of emergency notification for transfer of 5 NPA-NXX within Quebec

Dear Mélanie Cardin,

On 5 December 2022, Québecor Média Inc. (Québecor) requested that Commission staff approve an emergency notification for the transfer of specific central office (CO) codes in Quebec with an effective date of 16 December 2022, rather than 66 days after the received date of a completed Part 1 Form, as specified in the Canadian Central Office Code (NXX) Assignment Guideline (the Guideline). The CO codes are 819-267 (Magog, Rock Island), 819‑501 (Magog, Compton), 819-502 (Coaticook), 819-594 (Magog, Magog), and 873-623 (Waterville).

Québecor indicated that the transfer of these CO codes from Cooptel to Videotron is required due to Cooptel releasing five NPA-NXXs back to the Canadian Numbering Administrator on 15 November 2022. Vidéotron had active customers in these ranges, which has resulted in these customers not being able to receive calls from other networks. Québecor has made arrangements with other networks so that they could re-enter these NPA-NXXs in their routing tables on a temporary basis. To create a permanent solution, the NPA-NXXs need to be reassigned to Videotron.

Commission staff considers the request for an emergency notification to be reasonable in the circumstances.

Québecor is reminded that, per the Guideline, carriers are to make their best efforts to implement the transfer of CO codes in the shorter timeframe, but are not obligated to implement these CO codes in their networks in less than the normal minimum 45 day activation interval and, consequently, call blocking, routing errors and/or billing errors could occur.
