Various television programming services and networks, and broadcasting distribution undertakings – Administrative renewals

  1. The Commission renews the broadcasting licences for the television programming undertakings that are operated by large broadcasting groups and various terrestrial broadcasting distribution undertakings (BDU) that are set out in Appendix 1 to this decision, from 1 September 2023 to 31 August 2026.
  2. The Commission renews the broadcasting licences for the television programming undertakings, discretionary services, satellite-to-cable television services, networks and on-demand services that are operated by independent entities and by large ownership groups and BDUs that are set out in Appendix 2 to this decision from 1 September 2024 to 31 August 2026.
  3. The Commission renews the broadcasting licences for the television programming undertakings, discretionary services and on-demand services that are operated by independent entities and by large ownership groups and BDUs that are set out in Appendix 3 to this decision, from 1 September 2025 to 31 August 2026.
  4. Finally, the Commission renews the broadcasting licences and the mandatory distribution orders for the discretionary services and television network that are operated by independent entities and by large ownership groups that are set out in Appendix 4 to this decision from the current expiry date set out in that appendix to 31 August 2026.
  5. Pursuant to subsections 49(1) and 50(2) of the Online Streaming Act, which amended the Broadcasting Act when it came into force on 27 April 2023, obligations that previously existed as conditions of licence are now deemed to be conditions imposed under an order made pursuant to section 9.1 of the new Broadcasting Act, or section 11.1(2) in the case of expenditure requirements.Footnote 1 As such, the conditions of licence for these licensees became conditions of service and continue to apply to the licensees.
  6. These administrative renewals will allow sufficient time for the Commission to modernize its regulatory frameworks in response to the new Broadcasting Act and implement the appropriate changes in the future.
  7. This decision does not dispose of any issue that may arise with respect to the renewal of these licences, including any non-compliance issues. The Commission will consider the substantive issues related to these licences, the various conditions of service and mandatory orders at a later date, and interested persons will have an opportunity to comment at the appropriate time.
  8. Certain licensees identified in this decision have also filed applications with the Commission seeking amendments to their regulatory obligations. This decision does not dispose of the issues raised by those applications, which will be considered in due course and in light of ongoing work to implement the new Broadcasting Act.
