Broadcasting Fees

  1. In Broadcasting Fees Regulations, Broadcasting Regulatory Policy CRTC 2024-65, 21 March 2024 (Broadcasting Regulatory Policy 2024-65), the Commission announced that it had made the new Broadcasting Fees RegulationsFootnote 1 (the Regulations), with Treasury Board approval.
  2. TheRegulations came into force on 1 April 2024 and will be published in the Canada Gazette, Part II. The Broadcasting Licence Fee Regulations, 1997 are repealed as of the coming into force date. A copy of the finalRegulations is set out in the appendix to Broadcasting Regulatory Policy 2024-65.
  3. The Regulations provide for the annual payment of broadcasting fees by certain broadcasting ownership groups. The operator or affiliate that controls a broadcasting ownership group must designate the broadcasting undertaking that has the highest fee revenue among the undertakings in the group as the undertaking that will be responsible for fee return and payment compliance for the group.
  4. In Broadcasting Regulatory Policy 2024-65, the Commission also announced that invoices reflecting the determinations made in that regulatory policy would be issued to the designated broadcasting undertakings of broadcasting ownership groups soon after the Regulations come into force. Subsection 11(1) of the Regulations sets out the components for the calculation of the regulatory costs.
  5. Pursuant to section 12 of the Regulations, the Commission announces in this broadcasting order that the estimated total broadcasting regulatory costs of the Commission for the 2024-2025 fiscal year are $48.071 million.
  6. The annual adjustment amount referred to in subsection 10(2) of the Regulations for the 2022-2023 fiscal year is $0.495 million.
  7. Taking into account this annual adjustment, the net billing for the broadcasting fees for the 2024-2025 fiscal year is $48.566 million.
