However, the aforementioned publication is the recorded verbatim transcript and, as such, is taped and transcribed in either of the official languages, depending on the language spoken by the participant at the public hearing.

524     THE CHAIRPERSON:   This is obviously a resumption from yesterday.   I understand that unfortunately parties have not been able to reach an agreement but we have two revised offers from both sides.

525     The Panel has some questions which we want clarified.   Why don't we start with you, Public Works.

527     COMMISSIONER KATZ:   Are we going in camera for that.

529     Because of that we need to go into confidential because the discussion of the offers without the numbers makes no sense at all.

530     So let's make sure that we are cut off.

539     THE CHAIRPERSON:   Wonderful.

540     THE CHAIRPERSON:   The Panel has considered the issue in light of the submissions this morning, the clarifications and after due consideration is of the view that the offer as put forward by Bell this morning in accordance with the terms and the clarification given today is appropriate under the circumstances.

541     This decision is effective as of December 16, 2008 .

542     Unless there are any questions, this terminates this part of the dispute -- this process of dispute under Part VII of the Act.

543     We will issue written reasons within three weeks.

544     Thank you very much.

545     You have both been most co-operative and I appreciate the tenor of the discussions and the way the submissions were made in a very complicated issue.

546     That terminates our hearing.
