In Decision CRTC 90-1077 dated 22 October 1990, the Commission approved, subject to the submission and acceptance of revised technical parameters, the Canadian Broadcasting Corporation's (CBC) application to carry on a television distribution undertaking for Deep River to rebroadcast the programs of CBOT Ottawa. Pursuant to Public Notice CRTC 1991-57 dated 28 May 1991, and further to the authority granted in Decision CRTC 90-1077, the Commission approves the application to operate the proposed undertaking from a site near Pembroke on channel 3 with an effective radiated power of 17,430 watts.
The Commission denied the originally proposed effective radiated power of 3,000 watts and antenna height of 96 metres because it was not convinced that the proposal would "provide an adequate signal to the Pembroke area". Under the revised technical parameters noted above, Pembroke will fall within the grade A service contour of the proposed undertaking. The Commission acknowleges the intervention by Elizabeth A. Sharp concerning this application and the CBC's reply thereto.
The Commission also approves the application to amend the broadcasting licence for CBOT-1 Foymount by increasing the power from a transmitter power of 10 watts to an effective radiated power of 29,000 watts and by changing the channel from 28 to 59.
The Commission notes that these amendments to CBOT-1's technical parameters will change the undertaking from a low-power, unprotected operation to a high-power protected undertaking. As a result of these amendments, CBOT-1's service will complement CBOT Ottawa's coverage, as well as that of the proposed Deep River/Pembroke television distribution undertaking.
