Subject: Bell Aliant Tariff Notice 269 and Bell Canada Tariff Notice 7205 – Proposed unbundled local loop rate increases

The Commission received a letter dated 19 June 2009 from Ontario Telecommunications Association (OTA) regarding Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) Tariff Notice (TN) 269 and Bell Canada TN 7205. In its letter, OTA noted the significant implications of the TN proposals and submitted that the standard tariff approval process timeframes would not be sufficient to allow parties to prepare detailed comments on these TNs. OTA requested that the Commission either:

Issue a Telecom Notice of Consultation including the opportunity for interested parties to pose interrogatories, file comments and reply comments;
Establish procedure whereby interested parties have the opportunity to pose interrogatories, file comments and reply comments; or
Extend the date for filing interventions (by 15 days) until 17 July 2009.

The Commission also received a letter dated 12 June 2009 from MTS Allstream Inc. expressing serious concern over the Bell Aliant and Bell Canada proposals and its intention to submit fulsome comments on Bell Aliant's and Bell Canada's tariff applications by 2 July 2009.

In the circumstances, Commission staff considers that extending the comment by one week would be reasonable and extends the date for filing of comments to 9 July 2009. Reply comments from Bell Aliant and Bell Canada are to be filed by no later than 20 July 2009.

Commission staff will assess what further process is required once it receives the intervener comments and the reply comments from Bell Aliant and Bell Canada .

Documents to be filed and served in accordance with the above process are to be received, not merely sent, by the dates indicated. Copies of the documents should also be sent to thomas.hui@crtc.gc.ca .
