De plus, le Conseil énonce son opinion préliminaire concernant la conformité de Norouestel aux règles du Conseil sur le groupement et les affiliées, et il exprime son avis sur la réglementation des entreprises canadiennes sous le même contrôle qu'une entreprise de services locaux titulaire.
